The bill record — stages, sponsor, fifteen recorded divisions — was read as structured data from LEGISinfo. Earlier than it did on C-44. That bill filled 15 of the 18 node types; this one fills 10. That is not a thinner page, it is a thinner public record. The Growth Fund's capitalisation, its manager and its first contract had to be read out of the Fund's own governance page and a Department of Finance news release, because there is no machine-readable register of Growth Fund positions keyed to the appropriation that funds them.
Assembled the Growth Fund chain by hand from two published sources, and checked the Auditor General and Parliamentary Budget Officer report indexes for anything on the Fund. Neither returned a report. That absence is recorded as a source in its own right rather than left as a silence.
It is widely reported that Division 32 exempts the manager from PSP Investments' usual investment policies, standards and procedures. That may well be correct, but it could not be verified against the statutory text of ss. 511–516 within this build, so it does not appear as a node, an edge or a finding. An unverified claim is worth less than an admitted gap.
It is not an allegation. Nothing here asserts that any person or institution broke a rule. Every step is a published statute, a published appointment or a published transaction; the finding is that no Canadian system joins them. It is also not complete — eight node types and six edge types are empty, because the records that would fill them are not published, not keyed to anything, or not machine-readable.
